Inclusion of the first four names is speculative, since there is no hard evidence available that these men were buried at the site (death records indicate each was buried at the "BC Penitentiary cemetery", or on penitentiary lands, but their names do not appear on the blueprint created when the BC Penitentiary was closed, and no headstones have been located).
